Amend Ordinance 4-79 (Meidam Rezone)
WHEREAS, Chapter 59, Wisconsin Statutes require that the Zoning Committee hold a public hearing and report to the Price County Board of Supervisors on all petitions to amend Zoning Ordinances or Zoning District Maps; and
WHEREAS, the Price County Board of Supervisors must then act upon the recommendation of the Zoning Committee, either approving or disapproving or returning the petition with changes recommended by the Price County Board of Supervisors, and WHEREAS, the Zoning Committee has held a public hearing and hereby recommends that the Price County Board of Supervisors approve the rezoning of the following described parcel:
One parcel of land, NE1/4 SE1/4, Section 8, Township 34 North, Range 3 East, Town of Spirit (N1889 S. West Road). This is being changed from Agricultural (A-1) to Residential Forestry District (RF-1).
NOW THEREFORE BE IT RESOLVED, that the Price County Board of Supervisors approve the rezoning petition for Larry Meidam. County Forest Variable Acreage Share Payments
WHEREAS, Counties having lands entered as “County Forest Lands” under the provisions of s.s. 28.11 (4) (b) of the Wisconsin Statutes, annually receive from the state as a non-interest bearing loan, the amount of 10 cents for each acre so entered to be used for the purchase, development, preservation and maintenance of such lands; and WHEREAS, said loan monies are repaid through a 20% severance tax on timber sales revenue coming from County Forest Lands unless a higher rate is mutually agreed to by the County and the Department; and WHEREAS, the provisions of Section 28.11 (8) (b) 1. enacted in 1979 make it possible for the County at its option to receive instead of the payment based on 10 cents per acre, a payment more closely related to meeting the needs identified in its County Forest 15 Year Plan based on either 0, 20, 30, 40 or 50 cents per acre. THEREFORE, BE IT RESOLVED that we the Price County Board of Supervisors in consideration of meeting the needs identified in our County Forest 15 Year Plan hereby request the Department of Natural Resources to provide the 2009 payment to the County under s.s. 28.11 (8) (b) 1. on the basis of 50 cents for each acre of our County Forest Lands; BE IT FURTHER RESOLVED, that the clerk is hereby authorized and directed to file this request with the Department of Natural Resources prior to December 31 preceding the year in which said payment is being requested to be made. Approve Amendments to Policy #170.0 of the Price County Personnel Policy and Procedure Manual
WHEREAS, The Personnel Committee has been charged by the Price County Board of Supervisors with the responsibility of developing, maintaining and enforcing policies and guidelines for employees and has also been charged with the responsibility of periodically reviewing said policies and procedures and, WHEREAS, the Personnel Committee had undertaken a thorough review of all personnel policies and procedures, including the 1991 Personnel Policies and Procedures handbook, all subsequent policies added by County Board Resolution and current practices and procedures and, WHEREAS, the Personnel Committee has compiled an updated manual which incorporates these policies along with established practices and procedures and updated employment laws and said manual was approved by Price County Board on February 21st, 2006 and, WHEREAS, since its adoption, a improvement in technology has allowed greater efficiency for the Human Resources Department’s ability to provide Direct Deposit Remittances for paychecks and allow additional cost savings to the Direct Deposit Program, and WHEREAS, the Personnel Committee, at the recommendation of the Human Resources Coordinator, has reviewed the amendments to Policy #170.0 of the Price County Personnel Policy and Procedures Manual and determined that the changes to the policy will create more efficiency and cost savings for the County, NOW THEREFORE BE IT RESOLVED, by the Price County Board of Supervisors duly assembled this the 13th day of October, 2009, that the amendment to Personnel Policy #170.0 be approved and added to the Price County Personnel Policy and Procedures Manual to be effective with the first payday in November 2009. A. All Employees who have their own County email address and receive their paycheck by direct deposit will have their direct deposit remittance form emailed to their County email address. They may then print out the file for a hard copy for their records, at no cost to the employee. The Employee may store the file in their Microsoft Outlook folder or on their H: Drive, per their individual Department Policy. If Department Policy dictates that they are unable to store the file they will need to delete the file. The employee may choose to have their direct deposit remittance emailed to their personal email address instead of the County email address.

Remittances are emailed on the day before payday.
Checks and Direct Deposit Stubs Remittances (for
those employees not receiving their remittance by email) are distributed
on payday to the various departments from the Human Resources Department for
distribution to the employees by the Department Head or his/her designee.
Resolution 46-09
Increase Hours of PT Service Coordinator Position in the Price County Health Department
Whereas, the Price County Department of Public Health created a part-time hourly position of Service Coordinator on February 17, 1998 by Price County Resolution #5750 to administer the Early Intervention Services for Children from Birth to Age 3 With Developmental Needs Program (B-3 Program); and Whereas, demands of the department have increased and the percentage of time formerly allocated is insufficient to meet those demands; and Whereas, the Price County Public Health Department has evaluated the time necessary for this position to meet these demands and has recognized that the objectives of this department have been extremely positive and economically advantageous to the County; and Whereas, an increase in hours in the work schedule of the Service Coordinator position has become necessary in order for the Health Department to meet the growing demands of service delivery; and Whereas, the Board of Health has also reviewed the request for the increase in hours and has motioned to send it forward to the Personnel Committee, Furthermore, if at any time the position cannot find appropriate grant funding and/or not generate enough revenue to support the wages and benefits of the increased hours of the position, the hours will be reduced to prevent any increase to tax levy. Now Therefore Be It Resolved, by the Price County Board of Supervisors, duly assembled this 13th day of October, 2009, approves an increase from 50% (18.75 hours per week) to 80% (30 hours per week average) for the position of Service Coordinator, and Be it further resolved, that this increase in hours for the Service Coordinator will take effect October 13, 2009. Resolution 47-09 - DEFEATED
Grant 16 Month Leave of Absence to Price county Deputy Brian Schmidt
WHEREAS, The Personnel Committee has been charged by the Price County Board of Supervisors with the responsibility for all personnel matters pertaining to all County employees and, WHEREAS, Price County has recently gone through a recall election for the office of Price County Sheriff and Price County Deputy Brian Schmidt won the office of Sheriff in said election and, WHEREAS, there are only 16 months remaining of the current term and Deputy Schmidt is a 20 year veteran of the Price County Sheriff’s Department and would like to return to his position as Deputy in the event that he does not remain Sheriff after the current term ends, and WHEREAS, he has requested a leave of absence from his position as Deputy for the length of time of 16 months to the Personnel Committee, and WHEREAS, the Personnel Committee has reviewed the request and has determined that there would be advantages to the County in granting the leave of absence request and has approved recommending to the Full County Board that the leave of absence be granted, NOW THEREFORE BE IT RESOLVED by the Price County Board of Supervisors duly assembled this 13th day of October, 2009 that the 16 month leave of absence request be granted to Deputy Brian Schmidt. Resolution 48-09
Participation in the Department of Natural Resources Municipal Dam Grant Program
WHEREAS, Price County, Wisconsin will be in the process of making applications for grant monies for maintenance, repairs and modifications to their County owned dams from the State of Wisconsin under s. 31.385 ands. 227.11. Wis. Stats., and ch. NR 335, Wis. Adm. Code; and WHEREAS, the state share for such a project may not exceed 50 percent of the first $400,000.00 of total eligible project costs nor 25 percent of the next $800,000.00 of total eligible project costs; and WHEREAS, Price County must designate an authorized representative to: submit applications to the DNR for financial aid; sign grant agreement documents; take all necessary action to complete the projects and submit for reimbursement claims associated with aforesaid grant program; and NOW, THEREFORE, BE IT RESOLVED, that Price County, Wisconsin hereby authorizes the Price County Dams Keeper to be that aforesaid representative; and BE IT FURTHER RESOLVED THAT, Price County, Wisconsin agrees to pay their share of the eligible costs which is equal to the total project cost minus the state share.
