2009 Property Tax Levy
BE IT RESOLVED, by the Price County Board of Supervisors, duly assembled in Annual Session, this 10th day of November 2009, that the budget prepared by the Executive/Finance Committee, which has been amended by action of the Price County Board of Supervisors, be and hereby levied against the tax districts in Price County, and that the County Clerk be and hereby is authorized and directed to appropriate the levy to each tax district as provided by law:

Overdrawn Accounts
WHEREAS, there is a possibility that some accounts may be overdrawn at the close of the fiscal year, December 31, 2009, and WHEREAS, it is the economic responsibility of the government bodies to provide a continuity in the operation of governmental services to the benefit of the taxpayers of Price County, BE IT RESOLVED, that the Price County Board of Supervisors duly assembled in annual session this 10th day of November 2009, provide for such continuity of government by authorizing the County Clerk to appropriate such resources as available and necessary for these overdrawn accounts, and BE IT FURTHER RESOLVED, that a report be prepared for the County Board at the time of audit revealing the accounts overdrawn and the amounts overdrawn and any excess revenues generated from these expenditures. 2008 Illegal Taxes
WHEREAS, Wisconsin Statute 70.74(1) states, “Whenever any tax or assessment or any portion thereof levied on real estate, whether heretofore or hereafter levied, shall be set aside or determined to be illegal or void, collection thereof prevented by court judgment or action of the county board”, and WHEREAS, Wisconsin Statute 70.74(2) states, “Whenever any tax or assessment or any part thereof levied on real estate shall have been determined illegal, the county board may order such tax or assessment to be charged back to the respective town, city or village wherein such lands are situated in the next apportionment of county taxes, and WHEREAS, the following descriptions of land upon which the tax certificates are deemed illegal located within Price County have been inadvertently assessed the reason which is stated opposite each description, for the year and amount shown,

Project Loan Request
WHEREAS, Price County desires to maintain and improve the productivity of the Price County Forest; WHEREAS, Price County Forestry and Parks Department needs equipment to accomplish the above goals; and WHEREAS, the 2010 need is a ½ ton 4 door pickup to accomplish the above goals; and WHEREAS, this purchase was approved in the 2010 budget request; and WHEREAS, there are state project loan monies available, interest free, to be paid back with stumpage revenue as we harvest timber from the County Forest; NOW, THEREFORE, BE IT RESOLVED, that the Price County Board of Supervisors duly gathered November 10, 2009, authorized the request (totaling $19,500) mentioned above with the funding source being state project loan money. Dissolving the Price County Development Association and Endorsement of the Price County Economic Development Association
WHEREAS, Price County recognizes the need to develop economic collaborations into formal partnerships to promote retention, expansion and creation of business and industry throughout Price County, and: WHEREAS, Price County understands the importance of marketing Price County as a single unit in relation to economic development, and; WHEREAS, Price County acknowledges the need for teamwork to create a long term stable environment to foster economic development, and; WHEREAS, Price County recognizes the need to have a proactive image that reflects the County’s desire to foster support for business and industry, and; WHEREAS, Price County recognizes its responsibility for providing support for economic development as a means to leverage both private and public resources; NOW, THEREFORE BE IT RESOLVED; that the Price County Board of Supervisors formally dissolves the Price County Development Association created by Resolution #5809 and endorses the creation of the Price County Economic Development Association. BE IT FURTHER RESOLVED; That Price County will actively participate as an equal member of the Price County Economic Development Association by officially appointing a member to serve on the board, providing economic support to the Association and supporting the activities and efforts of the organization. BE IT FURTHER RESOLVED; That the Price County Board Chair shall be designated as the County representative to the Price County Economical Development Association and shall appoint another Price County Supervisor as the alternate representative. Adopt Revised Capitalization Policy
WHEREAS, the Board of Supervisors previously adopted the Price County Capitalization Policy on August 19, 2003, and WHEREAS, this policy requires revision to include a provision for signatory on contracts, leases and titles involving capital expenditures, and WHEREAS, the proposed addition to the Capitalization Policy shall read as follows:
5. Contracts, Leases, Titles. All contracts, leases and titles pertaining to capital expenditures shall be signed by the department head who has authority over the purchase. The County Board Chair or the County Clerk may provide signatory in the absence of the department head. Owner shall be listed as “County of Price” or “Price County”. The department name may be listed secondary.
NOW, THEREFORE BE IT RESOLVED, that the Price County Board of Supervisor hereby adopt the revision to the Price County Capitalization Policy. County Approval of an Amendment to the Town of Worcester Zoning Ordinance
WHEREAS, the Town of Worcester has undertaken the obligation and authority to control zoning and land use planning to the extent that such authority is granted to the Town pursuant to Wisconsin Statues; and WHEREAS, the County of Price and the Town of Worcester have entered into a Memorandum of Understanding whereby the County and Town have agreed upon the division of such zoning and land use planning authority; and WHEREAS, the Town of Worcester has adopted a Zoning Code, which has been approved by the County of Price and which is currently in force; and WHEREAS, the Town of Worcester has duly amended said Zoning Code pursuant to Wisconsin Statues, Section 60.61, by adopting on September 1, 2009 a change to the Zoning District Map of the Town of Worcester for the property owned by Peter Simurdiak and described as being located at the intersection of State Highway 13 and Hilly Haven Lane, Phillips, a copy of which is attached hereto, and has certified such amendment and hereby seeks to obtain approval of such amendment by the County Board pursuant to Wisconsin Statutes, Section 60.23(3); and WHEREAS, the County Board is satisfied that the attached amendment does not constitute an abuse of discretion, excess of power or error of law by the Town; THEREFORE, BE IT RESOLVED that the change to the Zoning District Map for the Town of Worcester adopted by the Town Board on September 1,2009 and attached hereto is hereby approved by the County Board of the County of Price. IT IS FURTHER RESOLVED that this approval shall not be effective until this Resolution is published. Establish the Health and Human Services Board
WHEREAS, Price County Resolution 35-09 called for the consolidation of the existing Health and Human Services Departments; and WHEREAS, said resolution directed that a Price County Health and Human Services Board be established; and WHEREAS, the Health and Human Services Consolidation Planning Committee presented an implementation plan outlining the organizational structure, policies and procedures and board composition; and WHEREAS, on October 13, 2009 the Price County Board of Supervisors accepted said plan for the newly consolidated Price County Health and Human Services Department and Board; now THEREFORE BE IT RESOLVED that the Price County Board of Supervisors does hereby establish a newly created Price County Health and Human Services Board pursuant to Section 46.23 Wisconsin Statutes with an effective date of January 1, 2010; and BE IT FURTHER RESOLVED that the Price County Health and Human Services Board shall have all the power, authority and duties set forth in Wisconsin Statutes as now stated and as hereafter amended BE IT FURTHER RESOLVED that the Price County Health and Human Services Board shall be composed of nine (9) persons of recognized ability and demonstrated interest in health and human services, five (5) of such persons, including the chair and vice-chair shall be members of the Board of Supervisors and the four (4) remaining members shall be non-elected resident citizens. Of the non-elected citizen members, at least one (1) shall be a consumer of services and a good faith effort shall be made that one (1) be a registered nurse and one (1) a physician. No public or private provider of services may be appointed or elected to the board. Non-Represented Wage Matrix and Salary Policy and Procedure
WHEREAS, The Personnel Committee has been charged by the Price County Board of Supervisors with the responsibility for all matters pertaining to salary and wages for all County employees and has also been charged with the responsibility to review wage/salary data and make appropriate recommendations and, WHEREAS, the Committee had commissioned a study of the non-represented wages to create a Non-Represented Wage Matrix and Salary Policy and Procedure by the Carlson/Dettmann Company and, WHEREAS, the Personnel Committee has reviewed the recommended Wage Matrix and Salary Policy and Procedures and agrees with the findings and believes that it is important to implement said policy and procedure and, WHEREAS, in recognition of the current economic issues facing Price County it is the recommendation of the Personnel Committee that Price County Non-Represented Wage Matrix and Salary Policy and Procedure be approved and implemented effective January 1, 2010 but that the actual change to the salary matrix be postponed until a future date, now THEREFORE BE IT RESOLVED by the Price County Board of Supervisors duly assembled this 10th day of November, 2009, that the attached Price County Wage Matrix and Salary Policy and Procedure be approved and incorporated into the Price County Personnel Policy and Procedure Manual effective January 1, 2010 but with the actual change to the salary matrix postponed to a future date. Approve Price County H1N1 Influenza Control Policy
WHEREAS, The Personnel Committee has been charged by the Price County Board of Supervisors with the responsibility of developing, maintaining and enforcing policies and guidelines for employees and has also been charged with the responsibility of periodically reviewing said policies and procedures and, WHEREAS, the Personnel Committee had determined the need for a policy to govern personnel for the declared pandemic of Novel Influenza A (H1N1), and WHEREAS, The Human Resources Coordinator and Personnel Committee have reviewed other Wisconsin Counties’ policies and have created a Policy for Price County, and WHEREAS, The Personnel Committee is now recommending the approval of said policy by Full County Board. NOW THEREFORE BE IT RESOLVED, by the Price County Board of Supervisors assembled this 10th day of November, 2009, to approve the Price County H1N1 Influenza Control Policy to be effective immediately. 2010-2011 County Board Chairman Salary and County Board Supervisor Per Diem
WHEREAS, it is the responsibility of the Personnel Committee to review the County Board Supervisor Per Diem and the salary of the County Board Chair, and WHEREAS, the County Board Chair salary is currently $7,200 annual plus $55 per meeting per diem for County Board and County Committee meetings he/she serves on and County Board Supervisors per diem is $55 for first meeting plus an additional $20 per meeting for each additional meeting within the same day, and WHEREAS, The Personnel Committee has reviewed the salary of the County board chair and the established per diems and recommends that County Board Chair salary should remain the same but that the per diems be changed to $50 a day regardless of the number of meetings attended, and WHEREAS, is the responsibility of the Price County Board of Supervisors to set the salaries for elected officials pursuant to Wis. State Statutes 59.15, “prior to the earliest time for filing nomination papers”, NOW THEREFORE BE IT RESOLVED, by the Price County Board of Supervisors duly assembled this 10th day of November, 2009, does hereby authorize the changes listed above to be effective at the beginning of the April 2010 term.
