Adopt Revised County Board Policy and Procedure Manual
WHEREAS, the Board of Supervisors previously adopted the Policy and Procedure Manual on April 16, 1991, and has subsequently adopted the manual every even-numbered year since with or without changes, and WHEREAS, the purpose of this revision is to implement certain changes in structure deemed necessary by the Board, namely the creation of the Health and Human Services Board and change in supervisor per diem, clean up language inconsistencies and redundancies and clarify certain other language; NOW, THEREFORE BE IT RESOLVED, that the Price County Board of Supervisors hereby adopt the revised Price County Board Policy and Procedure Manual. Designating a Recover Zone
Whereas, Price County (the “County”) is a body corporate having powers that can only be exercised by the County Board of Supervisors (the “Board”) or in pursuance of a resolution adopted or ordinance enacted by the Board; and Whereas, the American Recovery and Reinvestment Act of 2009, Public Law No. 111-5, created Sections 1400U-1, 1400U-2, and 1400U-3 of the Internal Revenue Code of 1986, as amended (the “Code”), which authorize the issuance of recovery zone economic development bonds and recovery zone facility bonds; and Whereas, the proceeds of a recovery zone economic development bond are required to be used for expenditures for purposes of promoting development or other economic activity in a recovery zone; and Whereas, the proceeds of a recovery zone facility bond are required to be used for property used in a recovery zone in the active conduct of a business in such recovery zone; and Whereas, Section 1400U-1(b) of the Code provides that the term “recovery zone” means, among other things, “any area designated by the issuer as having significant poverty, unemployment, rate of home foreclosures, or general distress”; and Whereas, it is necessary and convenient that the Board designate an area as a recovery zone; Now, therefore, be it resolved by the County Board of Supervisors of Price County, Wisconsin, as follows: 1. The Board hereby finds and determines that an area comprising all the territory of the County is adversely affected by significant poverty, unemployment, rate of home foreclosure, or general distress. 2. The Board hereby designates such area as having significant poverty, unemployment, rate of home foreclosures, or general distress, and for that reason the area is a recovery zone for purposes of Sections 1400U-1, 1400U-2, and 1400U-3 of the Code. 3. The appropriate officers of the County are authorized and directed to take all actions necessary or convenient to facilitate the issuance of recovery zone economic development bonds by the County or the issuance of recovery zone facility bonds by the County or any other eligible issuer with respect to property used in the area designated by the County as a recovery zone. This Resolution shall be effective immediately upon its passage. Budget Amendments for Fiscal Year Ending December 31, 2009
WHEREAS the Price County Board of Supervisors at their November 17, 2008 meeting, after public hearing, adopted the 2009 budget for Price County, and WHEREAS the Executive/Finance / Information Technology Committee of the Price County Board of Supervisors on January 21, 2010 were advised of changes to miscellaneous revenue due to a dividend from Wisconsin County Mutual Insurance Corporation, and on March 18, 2010 of changes to the revenues which have been made available to the Health and Human Services departments, and WHEREAS the Wisconsin Statutes 65.90(5)(a)(1) states “A budget…may not be changed unless authorized by a vote of two-thirds of the membership of the governing body of the municipality”, and WHEREAS the proposed amendments recommended by the Price County Executive/Finance / Information Technology Committee does not change the amount of tax levied and the proposed amendments will more accurately record the financial activities of Price County during 2009, BE IT RESOLVED by the Price County Board of Supervisors at their April 20, 2010 meeting that the 2009 budget as adopted be amended to include the following changes:

Opposition to Wisconsin Department of Revenue’s County Assessment Proposal
WHEREAS, the Wisconsin Department of Revenue (DOR) proposes to change from municipal assessment to county assessment of real and personal property; WHEREAS, moving the assessment from the town, village, and city level to the county will take away local control and increase costs to the taxpayers; WHEREAS, DOR acknowledges the costs of a county assessment system will be on average $25 per parcel statewide, which will be a significant increase in property taxes from the county level at a time when increased property taxes are already a burden; WHEREAS, property owners will lose the convenience of open book and board of review proceedings in their own municipality by having to travel to county sites for open book and board of review; WHEREAS, the DOR proposal will provide little oversight over county assessment practices and no appeal rights of individual towns, villages, and cities of their municipal full value as determined by the county assessment; WHEREAS, the DOR has expressed concern over some local assessment practices and other issues such as assessor certification and performance that can be addressed under the current municipal assessment system without mandating a county assessment system; WHEREAS, the DOR proposal for ‘single value” assessment may reduce state costs for state equalization between municipal assessing districts, however there is no showing that “single value” assessment is required in Wisconsin, nor that the change to county assessment without state equalization will in fact bring more uniformity and equity to assessment practices; WHEREAS, if valid concerns exist over current assessment practices of municipal assessment, these issues should be studied by the various interested stakeholders including local governments and assessors to determine if changes to municipal assessment practices could be implemented to improve the current system rather than blindly mandate county assessment. NOW THEREFORE, BE IT RESOLVED, by the Price County Board of Supervisors to hereby oppose the implementation of county assessment in Wisconsin, and request that the State of Wisconsin, local governments and other stakeholders should study what changes, if any are found necessary, can be implemented to improve municipal assessment practices without necessarily eliminating the current system. BE IT FURTHER RESOLVED, that the County Clerk sends a copy of this resolution to Governor Doyle, to the State Assembly Representatives and Senators representing Price County, to all Wisconsin counties, to the Wisconsin Counties Association, and to all City, Village, and Town Clerks within Price County. Support Proposed Language Repealing §79.07 WI Statutes
WHEREAS, under current law, beginning in 2010 state law requires counties and municipalities to obtain approval from the Department of Revenue (DOR) to reduce spending on emergency services below 2009 baseline levels, and WHEREAS, the newly-enacted statue allows such reductions only if the DOR agrees that the reduction is the result of an operating efficiency, and WHEREAS, if a county or municipality cuts its emergency services budget without DOR approval, DOR may reduce the shared revenue payment to that county or municipality as a penalty, and WHEREAS, this resolution supports proposed language restoring the authority of local elected officials to set spending priorities for their city, village, town or county. NOW THEREFORE BE IT RESOLVLED, that the Price County Board of Supervisors does support proposed language repealing §79.07, WI Stats, thus restoring the authority of local elected officials to set spending priorities for their city, village, town or county, and BE IT FURTHER RESOLVED, that the County Clerk sends a copy of this resolution to Governor Doyle, to the State Assembly Representatives and Senators representing Price County, to all Wisconsin counties, to the Wisconsin Counties Association. Rescinding Recommendation of Department Consolidation Committee
WHEREAS, Wisconsin State Statute requires counties establishing Land Conservation and Agriculture and Extension Education Committees to share a minimum of two elected county board officials on their appointed committees; WHERAS, the Land Conservation Department works closely with Forestry Department on snowmobile matters; WHEREAS, the Land Conservation Department works closely with the Extension Department on Agriculture and Natural Resource issues; AND WHERAS, sharing information and staff improves efficiencies and cost effectiveness of all departments involved; THEREFORE BE IT RESOLVED; that Price County Board of supervisors maintain a Standing Agriculture Extension Education and Land Conservation Committee to provide oversight to the said departments as directed by Wisconsin Statutes; AND; that clerical functions for the departments are performed by existing staff from the Forestry and Extension Departments in the most efficient and cost effective manner possible as directed by management; AND BE IT FURTHER RESOLVED; that Price County Board Resolution 34-09 (2) be rescinded to allow said matters. Stats 59.22 "before the earliest time for filing nomination papers for any elective office" and Whereas, the Price County Personnel Committee has solicited input from the elected officials and reviewed external comparables and taken into consideration of fiscal impact to the County and has determined that the following salary increases for the positions are appropriate:

Price Electric Cooperative Utility Easement Request
WHEREAS, Price County, Wisconsin, a Municipal Corporation, mailing address, 126 Cherry Street, Phillips, Wisconsin 54555, and owner of aforesaid land, and WHEREAS, a utility right-of-way easement request from Price Electric Cooperative, mailing address, 508 North Lake Ave, P.O. Box 110, Phillips, Wisconsin 54555, and WHEREAS, the right-of-way easement request is defined on the attached Certified Survey Map (C.S.M. # 606 in Price County, Wisconsin) in the southern part of the 66 foot road easement and in Lot 3, and WHEREAS, Price Electric Cooperative will encumber all cost associated with this right-of-way easement and laws pertaining to this type of activity. NOW THEREFORE BE IT RESOLVED, that the Price Electric Cooperative right-of-way easement request be granted as described above. Amend the Ordinance Amendment Fee for Zoning
WHEREAS, A zoning district map of Price County is considered part of the zoning ordinance for Price County, and
WHEREAS, Chapter 59.69 Wis. Stats. outlines the requirements necessary to revise a zoning ordinance, and WHEREAS, Price County now has a fee of $150 to revise a zoning ordinance, however, such a fee no longer reasonably helps to defray the cost of advertising, investigation, and processing of amendments, and WHEREAS, the Zoning Committee has discussed the matter and is recommending the Price County Board of Supervisors revise the rezone fee as authorized under section 21.2 of the Price County Comprehensive Zoning Ordinance, NOW THEREFORE BE IT RESOLVED, that the Price County Board of Supervisors amends the Zoning Fee Schedule for Zoning Amendments to be $200. WHEREAS, the Wisconsin DNR established a wolf population goal of 350 animals in 1999 based on prey availability and human population density, and nothing has happened to increase prey availability or decrease human density in the intervening years; and WHEREAS, the Wisconsin DNR has not provided for meaningful wolf population control in any of its management efforts; and WHEREAS, Price County residents have experienced depredations and threatening incidents involving wolves; and WHEREAS, the high predator populations, in particular wolves, has resulted in the reduction of the deer population, reduced hunting opportunities, curtailed livestock and pleasure horse activities, and increased danger to pets and people; and WHEREAS, the State of Wisconsin has not entered as a litigant to the current case in federal court which is delaying delisting and the transfer of wolf management to the Wisconsin DNR; and NOW, THEREFORE, BE IT RESOLVED, that the Price County Board advises that Wisconsin continue the wolf population goal of 350 or less in the next revision of the Wisconsin Wolf Plan; and BE IT FURTHER RESOLVED, that the Price County Board requests that the Wisconsin DNR and other partners implement meaningful population controls in the next Wisconsin Wolf Plan to bring the wolf population to goal levels; and BE IT FURTHER RESOLVED, that the Price County Board requests the State of Wisconsin to enter into litigation on the side of delisting of wolves from the Endangered and Threatened Species status in order for the state to take over management of wolves; and BE IT FURTHER RESOLVED, that the Price County Clerk be directed to forward a copy of this resolution to the Secretary of the Wisconsin DNR, Matthew Frank, Secretary of the Wisconsin DATCP, Rod Nilsistuen, 29th Senate District Russ Decker; 87th Assembly District, Mary Williams and Governor Jim Doyle.
