Minutes of Regular Monthly Meeting

January 5, 2012

Chairman Ron Heikkinen called the meeting to order at 9:00 A.M.

 

Roll Call:  Ron Heikkinen, John Walasek, Larry Palecek, Bob Rogalla and Jay Janssen.   

 

Also Present:  Pete Bartelt and Eric Holm, Price County Forestry and Parks Department; Kyle Schmidt and Laine Stowel, DNR; Nick Trimner, Budget and Accounting Manager and Stephanie Daniels, The Bee.

 

Public Comment and Correspondence – Forestry and Parks:

Included in the committee’s packet was the following:

·         Frac Sand mining information

Laine Stowel, DNR Elk Biologist gave a report and will be listed on the February agenda.

Bartelt handed out a letter to Jeff Simek regarding a woods trail used by the department to access timber.

 

Vouchers:  None 

 

Monthly Financial Report:  Handed out December revenue and expenditure reports, it was noted that the stumpage revenue is $84,000 over the budgeted amount.

 

Access Permits:  4-34-1W, 17-37-1E:  Motion by Rogalla/Palecek to approve all permits as presented.  Motion carried.

 

Continued Appropriation and Line Item Transfer:  Motion made by Janssen/Palecek to request a continued appropriation in the amount of $14,500 from the 2011 budget and a line item transfer in the amount of $14,500 from account number 100-79-56110-392 to 100-79-56110-242 for the purpose of undercarriage and track replacement on the JD550.  Motion carried.

 

Job Description - Forest and Parks Administrator:  Motion by Janssen/Walasek to use the language change as recommended by the Forestry and Parks Department regarding the Job Summary (to manage the Price County Forest sustainably to meet the ecological and socio-economic needs of present and future generations and to provide revenue to Price County government.), to eliminate (snowmobile) from the State and County Recreational Trails and to add (at least recommended) to Minimum Requirements.  Motion carried.

 

Job Description and Compensation ATV Trail Coordinator:  Motion by Palecek/Walasek to request Executive/Finance to put 100 hours of overtime in the Forestry and Parks Department budget to off-set ATV Coordinator duties.  Motion carried.

 

Creation of New Position:  Park Supervisor/Recreation and Trail Coordinator:  Discussion

 

Forest and Parks Administrator Report:  Chairman Heikkinen accepted the Forest and Parks December 28, 2011 Administrator’s Report.

 

Approve minutes of Tourism/Forestry and Parks meeting of December 7, 2011:  Motion by Rogalla/Walasek to approve the minutes as presented.   Motion carried.

 

Next Meeting Date  February 8, 2012 at 8 A.M. in Phillips, WI.

Tourism Public Comments and Correspondence: none     

 

Tourism Vouchers: Motion by Rogalla/Janssen to approve vouchers in the amount of $4,783.12. Motion carried.

 

Monthly Tourism Budget Report: The monthly budget report was reviewed. 

 

2012 Marketing Plan: Motion made by Rogalla/Janssen to approve the 2012 Price County Tourism Department Marketing Plan, accepting changes to the mission statement and distribute the plan to all County Board Supervisors. Motion carried.   

 

Tourism Directors Report: Chairman Heikkinen accepted the Tourism Director’s Report.

 

Adjourn: Motion by Heikkinen/Palacek to adjourn the meeting at 10:38 A.M.  Motion carried.

Administrator’s Report

December 28, 2011

 

Revenue and Expenditure Reports for December will be handed out at the meeting.

 

Petty cash fund balance as of November 30, 2011:  $92.44

November stumpage being charged interest:  $0.00

Timber revenue November 30, 2011- $1,053,521 November 30, 2010 - $1,034,110

 

  1. We have 8 active timber sales.  We have been assisting logging contractors with freezing logging roads and have only had the dozer stuck once.
  2. We are establishing a sale on a County owned forty near Timm’s Hill, it will be advertised with our spring County Forest timber sales.  County Forest sales continue to be worked on as well.
  3. Steve Lorenz is winding down his project forester survey corner documentation.
  4. I sent an email to the Chief State Forester regarding their new plan (attached).
  5. We have someone cutting live trees on County Forest for firewood, off the Catawba Firelane.
  6. We have been granted an easement for access to County Forest in the Pine Creek unit, it has been recorded.
  7. We had two Ford pickups recalled on gas tank strap issues.
  8. We have completed several items required by DNR on our wildlife dams, we still do not have funding for the engineering studies now required.
  9. We removed the signs off right-of-way for Timm’s Hill.

 


 

 

 

 

 

AGENDA NOTES & TOURISM DIRECTOR’S REPORT JANUARY 5, 2012

 

 

Public Comments & Correspondence: There is no correspondence enclosed.

 

Monthly Financial Report: The report is enclosed for your review (buff paper).

 

2012 Marketing Plan: A draft copy of the 2012 plan is enclosed for your review.  Please review the proposed updated mission statement on page 1.

 

International Trade Business and Economics Committee: The next ITBEC meeting is scheduled for January 31, 2012 in Spooner. This meeting will primarily focus on planning our marketing strategy for the upcoming year and beyond.

 

Earned Media: The Wisconsin Radio Network chose the Ice Fishing Rumble, which will be held at Roll-In-Point on Solberg Lake, in their weekly radio segment which will start airing on January 2 for events and activities that will occur the weekend of January 6-8, 2012. This inclusion is a result of our public relations campaign.

 

Price County Travel Companion: We are in the process of proofing the publication. Delivery will be around the 3rd week of January. 

 

TREK 5th Edition: The 5th edition of the TREK the Northwoods Trails publication has been delivered. This is a cooperative effort with Lincoln and Vilas County. A copy of the publications is enclosed for your review. 

 

Inquiry Packets Mailed/Calls Received/Website Access:  Enclosed for your review are the statistics for packets mailed, calls received and website access (gray paper).  These statistics assist us in planning and timing future marketing and advertising campaigns.
