Minutes of Regular Monthly Meeting

April 7, 2010

Fred Smith Studio, WI Concrete Park, N8236 State Highway 13,  Phillips, WI

 

Chairman Russ Kapitz called the meeting to order at 9:00 A.M.

 

Roll Call:  Russ Kapitz, Ron Kardas, Ron Heikkinen, Jay Janssen and John Walasek.

 

Also Present:  Pete Bartelt, Eric Holm, Corey Verdegan and Linda Hertig, Price County Forestry and Parks Department; Kyle Schmidt, DNR; Mark Smugala, Jeff Premeau, Wendy Rodewald, Ginny Strobl and Thomas Strobl.

 

Wolf Resolution:  Motion by Heikkinen/Walasek to approve the resolution and forward to the full county board for approval.  Motion carried.

Forestry and Parks VouchersMotion by Janssen/Heikkinen to approve Forestry and Parks Expenditure Vouchers 06-10 to 08-10, in the amount of $2,385.22; Expenditure Voucher 55-09 in the amount of $18,821.27; Cash Bond Voucher 02-10 in the amount of $8,996.00; Payroll Voucher 05-10, in the amount of $8,492.13; Payroll Voucher 06-10, in the amount of $8,234.60; Payroll Voucher 07-10, in the amount of $8,272.93; Credit Card Expense Forms in the total amount of $221.09 and, Journal Entry Voucher 03-10, in the amount of $6,726.55.   Total: $62,149.79.   Motion carried. 

 

Forestry Department Work Schedule:   There was discussion regarding the work schedule.  Pete will put something together for the next meeting.

 

Big Falls County Park:   There was discussion about ways to generate revenue from the park to help offset the cost of maintaining it.  Pete will get a cost breakdown together for 2009 for the next meeting.  It was thought a donation box should be put up or possibly charging a camping fee. 

 

Garbage Contracts:   Pete explained the new garbage contracts are in place for this year.  JB Disposal will be doing Solberg Lake County Park and Smith Lake County Park.  Veolia will doing Big Falls County Park and Tuscobia Trailhead County Park. 

 

2009 Budget Issue:   Pete explained some line items to the committee.

 

Timber Sale Bid Approval:  Motion by Janssen/Kardas to approve the timber sales 01-10 to 11-10 as presented, to advertise and let out for bidding, to be opened at May’s meeting.  Motion carried.

 

Handicapped Access Request, 19-37-2W:  Motion by Janssen/Heikkinen to approve as presented.  Motion carried.

 

WCFA Meeting Report:   Pete gave an overview of the meeting.

 

2009 Forestry and Parks Annual Report-Revision:   Motion by Janssen/Heikkinen to approve the revised page of the annual report.  The 2009 annual report, with the revised page, will be forwarded to the full county board.  Motion carried.

 

Forest and Parks Administrator’s Report: Chairman Kapitz accepted the Parks and Forestry March 30, 2010 Administrator’s Report. 

 

Approve minutes of Tourism/Forestry and Parks meeting of March 3, 2010: Motion by Janssen/Heikkinen to approve the minutes as presented.   Motion carried.

 

Hertig turned over minute taking to Reinhard at 11:15 A.M. After a short recess the meeting resumed at 11:20 A.M.  

 

Tourism Public Comments and Correspondence: A letter from LeeAnn Land of Scottsdale, Arizona regarding her pleasant stay in Phillips during a recent snowmobile trip was reviewed. Email correspondence regarding the Chili Golf Open was reviewed.

 

Tourism Vouchers: Motion made to approve vouchers in the amount of $1,652.22 (Janssen/Walasek).  Motion carried.

 

Monthly Tourism Budget Report: The monthly budget report was reviewed. 

 

2009 Annual Report: Motion made to approve the 2009 Price County Tourism Department Annual Report and forward it to the Price County Board of Supervisors (Kardas/Walasek). Motion carried.

 

Tourism Directors Report: Chairman Kapitz accepted the Tourism Director’s Report.

 

Next Meeting Date:  Wednesday, May 5, 2010, at 8:00 A.M. in UW Extension Conference Rooms A & B, Normal Building, Phillips, WI.  The Tourism Department’s items will be first on the agenda.  Timber Sale bids will be opened.

Administrator’s Report

 

March 30, 2010

 

Revenue and Expenditure Reports for March 2010 and Trial Balance Accounts will be brought to the meeting.

 

Petty cash fund balance as of March 30, 2010:  $90.88

March stumpage being charged interest:  $0.00

 

 

1.       The WCFA summer tour is June 16-18 in Burnett and Polk Counties (see attached).  Please contact me if you are interested in attending.

2.       We continue to put final numbers to the ATV grant projects for inventory purposes.

3.       Ray has been working on trucks and trailers, sanding and painting.

4.       Eric is applying for 2010-11 ATV grant money, additional funding is being sought to complete the Solberg-Sailor Lake ATV trail.

5.       We are assisting Evan as he applies for 2010-11 snowmobile funds.

6.       The annual meeting of the Friends of Fred Smith, Inc. was held March 27th   this is the organizational meeting for 2010.

7.       The floor at the Studio at Wisconsin Concrete Park needs upgrading, we have some local support for the funds needed.

8.       We will be selling an ATV and riding lawn mower on the Highway Departments spring equipment bid.

9.       RGS completed their woodcock habitat work on County Forest off Aspen Road.  The sites they mowed look good, primarily upland alder.

10.   We may be working with the Town of Emery on timber management lines around their forty that is bordered on three sides by County Forest.

11.We are preparing for spring cleanup in the Parks.  Tentatively scheduled to open the flush toilet buildings at Tuscobia and Wisconsin Concrete Park on April 8th with the shower buildings at Smith and Solberg on May 27th.

Monthly Financial Report: The report is enclosed for your review (buff paper).

 

Annual Report: The 2009 Annual Report is enclosed for your review.

 

Free Media: An article that ran in the March/April 2010 edition of On Wisconsin Outdoors (OWO) is enclosed for your review (purple paper). The NW-ITBEC Tourism Committee has entered into a year-long promotion with OWO that will include discounted rates on advertising, articles and website marketing.

 

Timm’s Hill/Big Falls Lure Piece: The new lure piece is being distributed and the renewed marketing efforts should increase usage and revenues at the parks. Bob Rogalla and Pete Bartelt will monitor usage and provide information upon request.    

 

TREK the Northwoods Trails Brochure: The newest edition of the brochure is being distributed. Area businesses were given the opportunity to participate in the promotion by offering a special/discount (goldenrod paper). Two businesses have submitted information for the site.      

 

Website Re-design: Work continues on the new design. Proofing is in progress. We hope to go live on April 19, 2010. A media splash will follow. 

 

Artists Interactive JEM: The promotion begins May 1, 2010. The website is up and running again after technical difficulties. 

 

Summer 2010 Calendar of Events:  The June – September 2010 Calendar of Events is complete. Event organizers pay a fee of $10 to participate in our event promotion campaign. This calendar has generated $470 in revenue from listing fees.

 

International Trade Business and Economics Committee: The minutes from the January 19, 2010 meeting are enclosed for your review (yellow paper). Since the ITBEC sponsors the conference, I have received a complimentary registration to attend the 2010 NWWIB Conference.  

 

Wandering Wisconsin: A copy of the final report for the Year-1 Joint Effort Marketing (JEM) Grant Promotion is enclosed for your review (dark blue).

 

Inquiry Packets Mailed/Calls Received/Website Access:  Enclosed for your review are the statistics for packets mailed, calls received and website access (gray paper).  These statistics assist us in planning and timing future marketing and advertising campaigns.
