Price County Zoning Committee Meeting Minutes of January 8, 2009

Price County Normal Building—UWEX Conference Rooms A & B

 

The meeting was called to order at 9:02 a.m. by Chairman Jim Robb.  Members present were Richard Schneider, John Vlach, Richard Kelnhofer, and Bob Rogalla. Staff present included Zoning Administrator, Kevin Krause.  Others in attendance included Ginny Strobl, Kathy Kascewicz, Russell Severt, Tom Kiesgen, Julie Wolski, George Tresnak, Gary Pechinski, Jim Rutherford, Timothy Popp, and Ed Belan.

 

Motion by Kelnhofer / Schneider to approve the minutes of the December 11, 2008 meeting.  Motion carried.

Motion by Rogalla / Kelnhofer to approve the expenditures for December 2008.  Motion carried.

The December finance report was presented to the Zoning Committee for review. 

 

Public Hearings:

 

Motion by Rogalla / Vlach to postpone until the February meeting the Special Exception Permit filed by George C. and Ursula R. Moravcik for the purpose of building a garage 31’ from the centerline of Lake Shore Lane on property located within part of Government Lot 19, Section 7, Township 37N, Range 1E, Town of Elk (N8966 Lake Shore Lane).  Motion carried.

 

Motion by Rogalla / Kelnhofer to approve  the Conditional Use Permit filed by Donald and Beverly Pechinski for the purpose of allowing a neighboring lot access to Long Lake, per Section 3.24 of the Price County Shoreland Ordinance on property located within part of Government Lot 2, Section 12, Township 37N, Range 1W, Town of Elk (W7411 S. Minnow Lake Road).  Motion carried. 

 

Motion by Schneider / Rogalla to recommend approval of the proposed amendment to Price County Zoning Ordinance 4-79, Section 2.2, to be considered by the Price County Board of Supervisors at the next regularly scheduled meeting.  Motion carried.

 

LAND DIVISIONS

 

Motion by Vlach / Kelnhofer to postpone the land division filed by Richard Biller to create two lots located in the SE ¼ SW ¼, Section 1, Township 39 North, Range 1 West, Town of Fifield.  Motion carried.     

 

MISCELANEOUS ITEMS

 

1.         Correspondence/Public Comment.

o        Kathy Kascewicz and Tom Kiesgen asked that their comment could be presented during discussion of the respective agenda item.

2.         Kevin informed the Zoning Committee of the fact that a letter was sent to the County Board Chairman, signed by James Robb, asking for outside legal assistance to resolve the France enforcement case.

3.         Motion by Kelnhofer / Vlach to amend the proposed ordinance revisions to section 10.8 and to conduct a public hearing on the amended revisions at the February meeting.  Motion carried.

4.         Motion by Kelnhofer / Schneider to amend the proposed ordinance revisions to section 7.2 and to conduct a public hearing on the amended revisions at the February meeting.  Motion carried.

5.         Motion by Vlach / Kelnhofer to amend the proposed ordinance revisions to section 17.0 and to have the matter on the February agenda for further discussion and/or action.  The matter of the CUP application shall be listed as a separate item on the February agenda.  Motion carried.     

6.         Mitigation affidavit recording fee - No action taken.  Kevin should contact the County Clerk to determine the action necessary by the appropriate committee to establish such a fee.

7.         Kevin gave a brief report.

8.         The next meeting is tentatively scheduled to be held February 12th at 9:00 a.m.
