Price County Zoning Committee Meeting Minutes of January 10, 2008Price County Normal Building—UWEX Conference Rooms A & B
The meeting was called to order at 9:04 a.m. by Chairperson Leona DeRemer. Members present were Leona DeRemer, Richard Kelnhofer, Elvis Presley, Bob Rogalla and Jim Robb. Staffs present included: Zoning Administrator, Kevin Krause and Program Assistant Christina Hallstrand. Others included: Ginny Strobl, Thomas Strobl, Jeff DeMuth, Vern Moore, Carol McLaughlin, Lee Lamoreaux, Helen Morris, Dale Morris, Julie Wolski, Jacalyn Barnes, Thomas Schuelke, Maria Patterson, Leonard Alexander, Kim Kaletka, Jerry Alexander, Steven Williams, Lisa Lurnquist, Michael Cams.
Motion by Presley / Robb to approve minutes of the December 13, 2007 meeting. All ayes. Motion carried.
Motion by Kelnhofer / Presley to approve the minutes as presented of the October 10, 2007 meeting. All ayes. Motion carried.
Motion by Presley / Kelnhofer to approve expenditures for December 2007. All ayes. Motion carried.
Motion by Presley / Kelnhofer to approve the Finance Report for December 2007. All ayes. Motion carried.
Discussion and/or Action Items
Public Hearings:
Motion by Rogalla / Presley to remove section 6.1 (2) (b). Motion withdrawn.
Motion by Kelnhofer / Robb to table the discussion/approval of the proposed amendment to the Price County Floodplain Ordinance until the February 14th meeting. All ayes. Motion carried.
Motion by Presley / Robb to approve the reclamation plan filed by the James Bowman, Mark and Beth Bowman Trust (Island City Dray) for a topsoil removal pit on property located within part of the SW1/4 SW1/4 Section 6, Township 35N, Range 1W, Village of Catawba. All ayes. Motion carried.
Motion by Presley / Kelnhofer to approve the Special Exception Permit filed by David Pethke for the purpose of building a 10’x14’addition towards County Road W for a final road setback of 55’ from the centerline of County Road W on property located within part of Government Lot 5 and the SW1/4 SE1/4, Section 13, Township 37N, Range 1W, Town of Elk. All ayes. Motion carried.
Motion by Presley / Robb to approve the Conditional Use Permit filed by Thomas A. Schuelke Sr. for the purpose of operating a real estate office out of a home on property located within part of the Original Plat Fifield N1/2 of Lot 13 Block 13, Section 7, Township 39N, Range 1E, Town of Fifield. All ayes. Motion carried.
Land Divisions/CSM Review/Plat Review
Motion by Presley / Robb to table the Land division filed by Albert Simpson on behalf of Bernard Kubisiak to create 3 lots located in the SW ¼ NE ¼, Section 13, Township 37 North, Range 2 West, Town of Elk until DOA approval is received. All ayes. Motion carried.
Motion by Robb / Presley to table the Land division filed by Albert Simpson on behalf of Russ Graceffa to create 1 lot located in the SW ¼ NE ¼, Section 36, Township 40 North, Range 1 East, Town of Eisenstein until DOA approval is received. All ayes. Motion carried.
Motion by Presley / Kelnhofer to approve Land division filed by Albert Simpson on behalf of Gary Ostrowski to create 4 lots located in part of Lot 1, & Lot 2 of CSM #352, located in Government Lot 3 & the NW ¼ NW ¼, Section 11, Township 39 North, Range 3 East, Town of Fifield. All ayes. Motion carried.
Motion by Robb / Presley to approve Preliminary Plat submitted by MSA on behalf of Township 110 to create 16 lots located in part of the SE ¼ SW ¼, part of Government Lot 3, Section 6, part of Government Lot 7, and part of Government Lot 8, Section 7, Township 39 North, Range 1 West, Town of Lake. All ayes. Motion carried.
Preliminary Plat submitted by MSA on behalf of Township 110 to create 15 lots located in Government Lot 1, the NE ¼ NE ¼, and the SE ¼ NE ¼, Section 26, Township 39 North, Range 1 West, Town of Fifield. No action taken – plat withdrawn at the request of Township 110.
Miscellaneous Items
1. Correspondence/Public Comment.
2. Discussion and/or action on enforcement activity. o Kevin Krause discussed the Otruba, Rolli, Baars, & Moum cases with the Committee.
3. No action taken on implementation of the wireless 911 system for Price County. Kevin discussed how he was going to present to the Law Enforcement Committee the issues and possible solutions.
4. Motion by Rogalla / Presley to approve the changes as presented to the Zoning Department Policy/Procedure Manual. All ayes. Motion carried.
5. No action taken on bids to purchase County owned land available for sale.
6. No action taken on the ordinance revisions to the Town of Georgetown Zoning Ordinance.
7. No action taken on the ordinance revision to the Town of Worcester Zoning Ordinance.
8. Motion by Robb / Presley to approve on releasing the bid notice to purchase a new truck. All ayes. Motion carried. Bid specifications are as follows: o 2007 Model year or newer. o Automatic, air, cruise, minimum. o 4 x 4 – delivered to Zoning. o With locking truck cab installed. o Outright purchase or municipal lease. o Sealed bids to be opened at March 2008 meeting.
9. Staff Report. Kevin presented several items.
10. Next regular meeting is tentatively scheduled for February 14, 2008 in Extension Conference Rooms A & B, Normal Building Phillips, WI.
