Price County Zoning Committee Meeting Minutes of November 13, 2008Price County Normal Building—UWEX Conference Rooms A & B
The meeting was called to order at 9:05 a.m. by Chairperson Jim Robb. Members present were Richard Schneider, John Vlach, Richard Kelnhofer, Bob Rogalla and Jim Robb. Staffs present included: Zoning Administrator, Kevin Krause and Assistant Zoning Administrator, Amanda McMeekin. Others included: Julie Wolski, Tom Strobl, Ginny Strobl, Tom Duffy, Bill Pickerell, Will Young, Molly Nordrum, Jerome Bizjeck, Jerry Alexander, Debra Alexander, and Mary Lou Kolnick.
Motion by Kelnhofer / Schneider to approve minutes of the October 21, 2008 meeting. All ayes. Motion carried.
Motion by Rogalla / Kelnhofer to approve expenditures for October 2008. All ayes. Motion carried.
Discussion and/or Action Items
Public Hearings:
Motion by Schneider / Vlach to approve the Conditional Use Permit filed by Tom Neuman for the purpose of the short-term rental of a home located within part of Government Lot 4, Section 5, Township 40N, Range 1W, Town of Lake (W9102 Gustafson Road). All ayes. Motion carried.
Motion by Rogalla / Schneider to approve the Conditional Use Permit filed by LM Nordrum Investments LLC for the purpose of re-opening a bar and restaurant located within part of the NE1/4 SW1/4, Section 11, Township 39N, Range 3E, Town of Fifield (W727 State Road 70). All ayes. Motion carried.
Motion by Rogalla / Kelnhofer to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the following county ordinance; Price County Floodplain Ordinance 90-3, Section 1.5, for the addition of the dam break analysis for the Pixley and Crowley Dams on the Flambeau River with a recommendation for approval. All ayes. Motion carried.
Motion by Kelnhofer / Schneider to forward to the Price County Board of Supervisors for their consideration of the proposed revision, as amended, to the following county ordinance; Price County Private Sewage System Ordinance 2-01, Section 5.02 with a recommendation for approval. All ayes. Motion carried.
LAND DIVISIONS
Motion by Vlach / Rogalla to postpone the land division filed by Richard Biller to create two lots located in the SE ¼ SW ¼, Section 1, Township 39 North, Range 1 West, Town of Fifield, until the December 11, 2008 meeting. All ayes. Motion carried.
Motion by Kelnhofer / Schneider to approve the land division filed by Randy Erickson on behalf of Gail and Mary Miller to create one lot located in the NE ¼ & SE ¼, Section 4, Township 35 North, Range 1 East Town of Prentice. All ayes. Motion carried.
MISCELANEOUS ITEMS 1. Correspondence/Public Comment. o Correspondence and public comment was documented in the Monthly Report.
2. Kevin discussed the enforcement action against the following individuals: · Joel Marheine · Donald Hilbrand · Joe France
3. Committee agreed to move forward with an ordinance revision to reflect increase for state sanitary permit fee
4. Committee agreed to move forward with an ordinance revision to address commercial windmills.
5. Committee agreed to move forward with an ordinance revision to clarify uses of zoning districts.
6. Comprehensive Planning o Richard Kelnhofer discussed how the topic may be at the February County Board Meeting. Motion by Vlach / Kelnhofer to postpone until the December 11, 2008 meeting. All ayes. Motion carried.
7. Staff Report o Kevin gave the report.
8. Motion by Vlach / Kelnhofer to approve the refund of permit fee from Michelle Ledzian. All ayes. Motion carried.
9. Motion by Kelnhofer / Vlach to approve the refund of permit fee from Roger Matile. All ayes. Motion carried.
10. The date and time of the next meeting will be December 11, 2008 at 9:00 a.m.
Bob Rogalla was excused at 10:28 a.m.
