The meeting was called to order by Vice-Chairman Bob Rogolla at 9:02 a.m.  Members present were Richard Schneider, Richard Kelnhofer, and John Vlach.  Jim Robb was excused. Staff present included Zoning Administrator Kevin Krause. 

Motion by Kelnhofer / Vlach to approve the minutes of the January 7, 2010  meeting.  Motion carried.

Motion by Vlach / Schneider to approve the 2009 expenditures and January 2010 expenditures.  Motion carried.

The 2010 year-to-day finance report was presented to the Committee for review. 

Public Hearings:

Petition for zoning amendment filed by Jessica Evans to rezone one (1), 72.82 acre parcel of land located in Section 1, Township 34N, Range 3E, Town of Spirit, (parcel ID# 50-032-4-34-03-01-3 03-000-10010).  This requested change in zoning is from the Agricultural District (A-1) to Rural Residential-Forestry District (RF-1) for the purpose of refinancing the property.   Motion by Vlach / Kelnhofer to forward to County Board with a recommendation of approval.  Motion carried.

Changes to the Price County Zoning Ordinance Section 1.7 (Force and Effect), Section 1.8 (Appeals to the Board of Adjustment), Section 2.2 (Site Requirements), Section 3.1 (Land Use Permits), Section 3.2 (Approval of Driveways), Section 3.4 (Application as it relates to permits), Section 3.6 (Refusal to Work), Section 3.7 (Public Services), Section 3.12 (Penalties), Section 4.5, Section 4.8, Section 4.9, and Section 4.10 (all regarding setback requirements on highways and roads), Section 5.0 (Requirements Along the Shorelands of Navigable Waters), Section 6.2 and Section 6.3 (regarding lot sizes as it relates to accessory uses and structures), Section 7.2 (Zoning Map and District Boundaries), Section 8.2 (Sewage Disposal), Section 9.1 (Airport Safety Zones), Section 11.0 (Off Street Parking and Service Areas), Section 16.1 (General Provisions as it relates to signs), Section 16.2 (Classification of Signs Requiring Permit), 16.3 (Class and Type of Signs Permitted in Various Zoning Districts), 16.4 (Nonconformance as it relates to signs), Section 20.0 (Board of Adjustment), Section 21.2 (Fee as it relates to amendments), and Section 22.2 (Procedure as it relates to public hearings).  Motion by Vlach / Schneider to send revisions as amended to the full County Board for consideration.  Motion carried.    

MISCELANEOUS ITEMS

1.         Correspondence/Public Comment.  A request was made to the Committee for the public to be able to speak on agenda items concurrent with Committee discussion.

2.         Land division filed by Nathaniel Krautkramer on behalf of Pine River Lumber Co. to create two lots located in the NW ¼ NE ¼, Section 6, Township 40 North, Range 2 West, Town of Lake.  Motion by Rogalla / Kopisch to deny based upon the fact that the land division does not meet ordinance requirements.  Motion carried.

3.         Land division filed by James Gabrielsen to create two lots located in the SE ¼ NE ¼, Section 7, Township 37 North, Range 1 West, Town of Elk.  Motion by Kelnhofer / Vlach to approve.  Motion carried.

4.         Request by Russell Severt to terminate the CUP (file number 08-301-010) issued to Barbara Richter on property located at N12281 State Hwy 13, Fifield, WI.  Motion by Rogalla to conduct a judicial hearing.  Motion failed due to a lack of a second.  Motion by Kelnhofer / Vlach to have Tracy Ellis present to the Health / Human Services Board any health violations.  Motion carried.

5.         Ordinance language for special events.  Kelnhofer / Rogalla to postpone.  Motion carried.

6.         Health violation on property owned by B & J Northern Enterprises located at N12281 State Hwy. 13 in the Town of Fifield.  Discussed under item #4.

7.         Rezone fee.  Motion by Vlach / Schneider to recommend a fee of $200.  Motion carried.

8.         Payroll activity to reduce work hours of clerical staff.  Motion by Kopisch / Kelnhofer to approve the request and send to Personnel for approval.  Motion carried.

9.         Department activity report.  Monthly report was distributed to Committee members…no questions. 

10.     Establish date and time of next meeting.  March 11, 2010 @ 9:00 a.m.
