Price County Zoning Committee Meeting Minutes of March 12, 2009Price County Normal Building—UWEX Conference Rooms A & B
The meeting was called to order at 9:00 a.m. by Chairman Jim Robb. Members present were Richard Schneider, John Vlach, Richard Kelnhofer, and Bob Rogalla. Staff present included Zoning Administrator, Kevin Krause and Assistant Zoning Administrator Amanda McMeekin. Others in attendance were Tom Strobl, Ginny Strobl, Russell Severt, Ed Belan, Tom Kiesgen, Jim Rutherford, Kathy Kascewicz, Lee Belan, Karl Moravcik, George Moravcik, Ursula Moravcik, Dan Meives, Vern Moore, Robert Lepke, Cheryl Perpich, and Tim Popp.
Motion by Rogalla / Schneider to approve the minutes of the February 12, 2009 meeting. Motion carried.
Motion by Kelnhofer / Vlach to approve the expenditures for February 2009. Motion carried.
The 2009 year-to-day finance report was presented to the Zoning Committee for review.
Public Hearings:
Motion by Rogalla / Schneider to approve with conditions the Special Exception Permit filed by George C. and Ursula R. Moravcik for the purpose of building a 26’x26’ garage 17’ from the centerline of Lake Shore Lane on property located within part of Government Lot 19, Section 7, Township 37N, Range 1E, Town of Elk (N8966 Lake Shore Lane). Motion carried. Conditions: Items 1,3, and 4 as written on the letter dated February 6, 2009 from the Town of Elk regarding the approval of the special exception shall be adhered to.
Motion by Kelnhofer / Vlach to approve the Special Exception Permit filed by Robert Lepke for the purpose of building a tool shed 20’ from the right of way of Up River Road and a house 30’ from the right of way of County Road W on property located within part of Government Lot 1, Section 10, Township 37N, Range 2W, Town of Elk (N9104 Up River Road). Motion carried.
Motion by Schneider / Kelnhofer to approve with conditions the Conditional Use Permit filed by Robert Lepke for the purpose of operating a shop offering coffee, bait, candy, ice, souvenir/retail goods and kayak rental on property located within part of Government Lot 1, Section 10, Township 37N, Range 2W, Town of Elk (N9104 Up River Road). Motion carried. Conditions: All state and federal regulations relevant to such a business shall be adhered to.
LAND DIVISIONS
Motion by Kelnhofer / Vlach to postpone the land division filed by Richard Biller to create two lots located in the SE ¼ SW ¼, Section 1, Township 39 North, Range 1 West, Town of Fifield. Motion carried.
Motion by Rogalla / Kelnhofer to approve the land division filed by Patrick Beil on behalf of Kevin Shibilski to create one lot located in Government Lot 6, Section 13, Township 37 North, Range 1 West, Town of Elk. Motion carried.
MISCELANEOUS ITEMS
1. Correspondence/Public Comment. · Kevin presented to the committee several letters recently submitted to the office that were not in the monthly report. · Russell Severt asked that the Durand CUP be reviewed since conditions of the permit were not being adhered to. Mr. Rogalla asked the chairman for the issue to be on the April agenda. 2. Kevin gave a brief report about the enforcement action against Joe France. 3. Motion by Kelnhofer / Vlach to postpone until the April meeting the matter regarding ordinance revisions for conditional use permits. Motion carried. 4. Motion by Rogalla / Kelnhofer to direct the Zoning Administrator to draft several new CUP applications for review at the April meeting. Motion carried. 5. Motion by Vlach / Kelnhofer to postpone until the April meeting discussion regarding ordinance revisions pertaining to the Board of Adjustment. Motion carried. 6. Motion by Rogalla / Kelnhofer to take no action on the resolution as presented, but to forward it to the Executive/Finance Committee for consideration. Motion carried. 7. Kevin gave a brief report. 8. The next regularly scheduled Zoning Meeting will be held April 9, 2009 at 9:00 a.m. 9. Motion by Kelnhofer / Vlach to adjourn at 11:30 a.m. Motion carried.
