Price County Zoning Committee Meeting Minutes of April 9, 2009

Price County Normal Building—UWEX Conference Rooms A & B

 

The meeting was called to order at 9:02 a.m. by Chairman Jim Robb.  Members present were Richard Schneider and Richard Kelnhofer.  Bob Rogalla and John Vlach were excused. Staff present included Zoning Administrator, Kevin Krause and Assistant Zoning Administrator Amanda McMeekin.  Others in attendance were Tom Strobl, Ginny Strobl, Russell Severt, Jackie Severt, Tom Kiesgen, Kathy Kascewicz, Vern Moore, Eric Knudson, Marlene Udovich, and Bob Linskens.

 

Motion by Schneider / Kelnhofer to approve the minutes of the March 12, 2009 meeting.  Motion carried.

 

Motion by Kelnhofer / Schneider to approve the expenditures for March 2009.  Motion carried.

 

The 2009 year-to-day finance report was presented to the Zoning Committee for review. 

 

Public Hearings:

 

Special Exception Permit filed by Marlene M. Udovich for the purpose of building a garage 35’ from the centerline of Warner Road on property located within part of the Village of Lugerville Plat, Section 16, Township 38 North, Range 1 West, Town of Flambeau (N11128 County Road F).  Motion by Schneider / Kelnhofer to approve. Motion carried.

 

Conditional Use Permit filed by Dan Holman for the purpose of a seasonal vacation rental on property located within part of Government Lot 2, Section 36, Township 39N, Range 1W, Town of Fifield (W7615 Spring Inn Road).  Motion by Kelnhofer / Schneider to approve with conditions.  Motion carried.  Conditions of approval:

  1. There shall be a compliant septic system serving the dwelling prior to issuance of the CUP.
  2. All applicable state permits shall be obtained.

 

LAND DIVISIONS

 

There were not land divisions requests.

 

MISCELANEOUS ITEMS

 

1.         Correspondence/Public Comment.  Several individuals asked to be able to present their comment during discussion of respective agenda items.

2.         Discussion of enforcement action against individuals as follows:  Joe France.

Kevin gave a brief report.

3.         Ordinance revision for conditional use permits.  Motion by Kelnhofer / Schneider to postpone until further notice.  Motion carried.    

4.         Revisions to conditional use permit application.  Motion by Kelnhofer / Schneider to have the Zoning Administrator revise the CUP application to have a checklist format and present the revised application to the Zoning Committee at the May meeting.  Motion carried.

5.         Revisions to Zoning Ordinances regarding Board of Adjustment/Appeals.  Motion by Kelnhofer / Schneider to approve the proposed changes as presented and to conduct a public hearing during the May meeting.  Motion carried.

6.         Request by Russell Severt to terminate the Conditional Use Permit issued to Barb Richter to operate a recycling center.  Motion by Schneider / Kelnhofer to record the committee interpretations / requirements as part of a stepped enforcement process against Barb Richter for noncompliance of the CUP issued to her on 10/21/08.  Motion carried.

7.         Permit application for floodplain projects.  Motion by Kelnhofer / Schneider to approve the application as presented.  Motion carried.

8.         Staff Report.  Kevin gave a brief staff report.

9.         Establish date and time of next meeting.  May 14, @ 9:00 a.m.

10.     Adjourn.  Motion by Schneider / Kelnhofer to adjourn at 12:19 p.m.  Motion carried.
