1.      The meeting was called to order by Jim Robb at 9:01 a.m.  Members present were Richard Schneider, Richard Kelnhofer, Bob Rogalla and John Vlach.  Staff present included Zoning Administrator Kevin Krause. 

2.      Motion by Rogalla / Vlach to approve the minutes of the March 11, 2010 meeting.  Motion carried.

3.      Motion by Schneider / Kelnhofer to approve the monthly vouchers.  Motion carried.

4.      The 2010 year-to-day finance report was presented to the Committee for review.

5.      Public hearings:

Conditional Use Permit filed by Wayne Morey for the purpose of operating a gravel pit on property located within part of the NW1/4 SE1/4 Section 24, Township 37N, Range 2E, Town of Emery.  Motion by Schneider / Vlach to approve.  Motion carried. 

Consideration of a reclamation plan filed by Wayne Morey for a gravel pit on property located within part of the NW1/4 SE1/4 Section 24, Township 37N, Range 2E, Town of Emery.  Motion by Kelnhofer / Schneider to approve.  Motion carried. 

Consideration of a reclamation plan filed by James Cummings for a gravel pit on property located within part of the SW1/4 SW1/4 Section 24, Township 37N, Range 2E, Town of Emery.  Motion by Vlach / Kelnhofer to postpone until May.  Motion carried.

6.      Correspondence / Public Comment.  Russell Severt presented alleged violations of the Richter CUP.

7.      Resolution to raise rezone fees.  No action taken since action was taken on the matter at the February 11, 2010 Zoning Meeting.

8.      Health and Human Services Department request to address human health hazards with respect to conditional use permits.  Bob Rogalla presented on behalf of the Health Supervisor regarding the need be aware of long term health concerns with conditional use permits.  This subject will be discussed again at the May meeting.

9.      Department activity report.  Kevin presented his monthly report…no questions.

10.  Adjourn to closed session as provided by Chapter 19.85(g) Wis. Stats. for the purpose of conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted with respect to litigation in which the Zoning Committee is or is likely to become involved regarding the Barbara Richter Conditional Use Permit.  Motion by Kelnhofer / Rogalla to go into closed session at 9:51 a.m.  Roll call vote.  Schneider:  Aye; Rogalla:  Aye; Vlach:  Aye; Kelnhofer:  Aye; Robb:  Aye.  Motion carried.

12.  Take action on closed session item if necessary.  Action was taken in closed session.

13.  911 emergency number addressing ordinance.  Motion by Rogalla / Vlach for Zoning to accept the administration of the County-Wide Addressing Ordinance.  Motion carried.

14.  Establish date and time of next meeting.  Next meeting is tentatively scheduled for May 13^th at 9:00 a.m.
