Price County Zoning Committee Meeting Minutes of May 8, 2008

Price County Normal Building—UWEX Conference Rooms A & B

The meeting was called to order at 9:00 a.m. by Zoning Administrator, Kevin Krause.  Members present were Richard Schneider, John Vlach, Richard Kelnhofer, Bob Rogalla and Jim Robb. Staffs present included: Zoning Administrator Kevin Krause and Assistant Zoning Administrator Amanda McMeekin.  Others included: Tom Kiesgen and Ira Hartman.

­Krause opened nominations for the chairperson.  Kelnhofer nominated Schneider, Schneider declined nomination and nominated Robb for Chair of the Price County Zoning Committee.  No other nominations.  Motion by Schneider /  Kelnhofer to close nominations and cast a unanimous ballot for Robb as Chair.  All ayes, motion carried.

Robb opened nominations for vice-chair.  Kelnhofer nominated Rogalla for Vice Chair of the Price County Zoning Committee.  No other nominations.  Motion by Kelnhofer / Vlach to close nominations and cast a unanimous ballot for Rogalla as Vice Chair.  All ayes, motion carried.

Motion by Kelnhofer / Robb to approve minutes of the April 10, 2008 meeting.  All ayes.  Motion carried.

Motion by Rogalla / Kelnhofer to approve expenditures for April 2008. All ayes.  Motion carried. 

Motion by Kelnhofer / Schneider to approve the Finance Report for April 2008. All ayes.  Motion carried.

Discussion and/or Action Items

Public Hearings:

No Public Hearings.

Land Divisions/CSM Review/Plat Review

Motion by Rogalla / Kelnhofer to approve the Land division filed by Ron Watral to create one lot located in the SE ¼ SE ¼, Section 36, Town 38 North, Range 1 West, Town of Flambeau.  All ayes.  Motion carried.

Motion by Kelnhofer / Vlach to approve the Land division filed by Patrick Beil on behalf of Susan Darlak to create four lots located in the NE ¼ SW ¼ and the SE ¼ SW ¼, Section 30, Township 38 North, Range 2 East, Town of Worcester.  All ayes.  Motion carried.

Motion by Schneider / Kelnhofer to approve the Land division filed by Patrick Beil on behalf of Willam Tunison to create two lots located in the SW ¼ NW ¼, Section 20, Township 39 North, Range 1 East, Town of Fifield.  All ayes.  Motion carried.

Motion by Rogalla / Kelnhofer to approve the Land division filed by Richard Biller to create two lots located in the SE ¼ SW ¼, Section 1, Township 39 North, Range 1 West, Town of Fifield.  All ayes.  Motion carried.

MISCELANEOUS ITEMS

1.         Correspondence/Public Comment.

o        All correspondence and public comment in the monthly report from Kevin Krause.  Kevin gave the Committee at the meeting a letter from Mark Wagner submitted after the completion of the monthly report.

2.         Enforcement action against individuals as follows:

·         Joe France

o        Department will be filing paperwork with the Circuit Court.

·         Lorenzo Thompson

o        Case will be going to jury trial on May 28, 2008.

·         Corey Brockman

o        Individual will be required to submit the necessary paperwork for a holding tank that was illegally installed in 2007.

·         Joel Marheine

o        Currently has an out-fall pipe; has permits to install code compliant system but is having difficulty contacting plumber to install the system.

·         Donald Hilbrand

o        General discussion.

3.         Short-term rentals as they relate to conditional use permits of the RR-1 district.

o        Discussion between the Committee members and individuals from the public, no action was taken by the Committee.

4.         Motion by Rogalla / Kelnhofer to revise as discussed Section 5.02 and 5.03 of the Price County Zoning Policy and Procedure Manual.  All ayes.  Motion carried.

5.         Motion by Rogalla / Kelnhofer to send to the Executive/Finance Committee for action regarding the Board of Adjustment rules, budget, and corporation counsel.  All ayes.  Motion carried.

6.         Motion by Rogalla / Vlach to table the issue of the Resolution from Florence County regarding the amendment to the Federal Water Pollution Control Act until June to allow time for Kevin Krause to contact Florence County for additional information.  All ayes.  Motion carried.

7.         Staff Report.

o        Kevin Krause gave his report.

8.         The next Zoning Committee meeting will be held at 2:00 p.m. on Thursday, June 12, 2008.

Motion by: Kelnhofer / Schneider to adjourn at 10:28 a.m.   All ayes.  Motion carried.
