Price County Zoning Committee Meeting Minutes of May 13, 2010
1. The meeting was called to order by Zoning Administrator, Kevin Krause at 9:00 a.m. Members present were Richard Schneider, Dick Laws, Bob Rogalla and Ronald Kardas. Staff present included Zoning Administrator Kevin Krause and Assistant Zoning Administrator Amanda McMeekin.
2. Krause opened nominations for the chairperson. Schneider nominated Jim Robb. No other nominations. Motion by Schneider / Laws to close nominations and cast a unanimous ballot for Robb as Chair. All ayes, motion carried.
3. Robb opened nominations for vice-chair. Rogalla nominated Schneider for Vice Chairman. No other nominations. Motion by Rogalla / Robb to close nominations and cast a unanimous ballot for Richard Schneider as Vice Chair. All ayes, motion carried.
4. Motion by Rogalla / Schneider to approve the minutes of the April 16, 2010 meeting. Motion carried.
5. Motion by Schneider / Laws to approve the monthly vouchers. Motion carried.
6. Public hearings:
-------- Conditional Use Permit filed by Nathan D. Stanke for the purpose of picking up non-useable materials and recycling these products, the proposed activity will include disassembling materials on property to be recycled. This property is located within part of the NW1/4 NW1/4 Section 31, Township 37N, Range 2E, Town of Emery (N7666 County Road K). Motion by Rogalla / Laws to postpone until the next Zoning Committee meeting at which time a site visit will be conducted during the meeting at the N7666 County Road K property. Motion carried.
-------- Special Exception Permit filed by Michael Vincent for the purpose of building a garage 28 feet from the edge of Meadow Lane on property located within the Butternut – Schnurs Lakes Assessors Plat #1 Lot 20, Section 8, Township 40N, Range 1W, Town of Lake (N16449 Meadow Lane). Motion by Schneider / Rogalla to approve. Motion carried.
-------- Conditional Use Permit filed by James E. Cummings for the purpose of operating a gravel pit on property located within part of the SW1/4 SW1/4 and SE1/4 SW1/4, Section 24, Township 37N, Range 2E, Town of Emery. Motion by Rogalla / Schneider to approve. Motion carried.
-------- Consideration of a reclamation plan filed by James Cummings for a gravel pit on property located within part of the SW1/4 SW1/4 and SE1/4 SW1/4, Section 24, Township 37N, Range 2E, Town of Emery. Motion by Rogalla / Laws to approve. Motion carried.
7. Correspondence/Public Comment. Russell Severt spoke in regards to the Durand property.
8. Health and Human Services Department request to address human health hazards with respect to conditional use permits. The Committee directed Kevin and Tracy to work on revising the ordinance to require financial assurance for certain CUPs and to present at the next meeting.
9. Department activity report. Report was given to the Committee.
10. Adjourn to closed session as provided by Chapter 19.85(g) Wis. Stats. for the purpose of conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted with respect to litigation in which the Zoning Committee is or is likely to become involved regarding the Barbara Richter Conditional Use Permit. Motion by Laws / Rogalla to go into closed session at 10:03 a.m. Roll call vote. Schneider: Aye; Rogalla: Aye; Robb: Aye; Kardas: Aye; Laws: Aye. Motion carried.
11. Reconvene to open session. Motion by Schneider / Rogalla to go into open session at 10:48 a.m. Roll call vote. Schneider: Roll call vote. Schneider: Aye; Rogalla: Aye; Robb: Aye; Kardas: Aye; Laws: Aye. Motion carried.
12. Take action on closed session item if necessary. No action taken. Action was taken in closed session.
13. Review of department policy and procedure manual. No action taken.
14. Next meeting is tentatively scheduled for June 10, 2010 at 8:00 a.m. to start at the Stanke site.
