Price County Zoning Committee Meeting Minutes of May 14, 2009Price County Normal Building—UWEX Conference Rooms A & B
The meeting was called to order at 9:01 a.m. by Chairman Jim Robb. Members present were Richard Schneider, Richard Kelnhofer and Bob Rogalla. John Vlach was absent. Staff present included Zoning Administrator, Kevin Krause. Others in attendance were Tom Strobl, Ginny Strobl, Russell Severt, Tom Kiesgen, Kathy Kascewicz, Eric Knudson, Charles Walters, Terry Schneider, Cindy Knipfer, Paul Lauer, and Mike Patrick.
Motion by Kelnhofer / Schneider to approve the minutes of the April 9, 2009 meeting. Motion carried.
Motion by Kelnhofer / Rogalla to approve the expenditures for April 2009. Motion carried.
The 2009 year-to-day finance report was presented to the Zoning Committee for review.
Public Hearings:
Conditional Use permit filed by George Gunderson for the purpose of reopening an existing bait shop on property located within part of the NE1/4 SE1/4, Section 3, Township 39N, Range 3E, Town of Fifield (N14461 Shady Knoll Road). Motion by Rogalla / Schneider to approve. Motion carried.
Conditional Use Permit filed by Terrance Schneider for the purpose of renting a cabin on a weekly basis on property located within part of the SE1/4 NW1/4, Section 13, Township 40N, Range 1E, Town of Eisenstein (W5172 State Road 182). Motion by Schneider / Rogalla to approve with conditions as follows: 1. All State Regulations be adhered to. Motion carried.
Conditional Use Permit filed by Cynthia Knipfer for the purpose of renting two cabins during non-winter months on property located within part of the NW1/4 NW1/4, Section 25, Township 40N, Range 3E, Town of Fifield (N15243 Thorofare Road). Motion by Kelnhofer / Schneider to approve. Motion carried.
Conditional Use Permit filed by Charles Walters for the purpose of the weekly rental of a cabin on property located within part of Government Lot 1, Section 2, Township 39N, Range 3E, Town of Fifield (W655 N. Bay Road). Motion by Rogalla / Kelnhofer to approve with conditions as follows: 1. A compliant septic system shall serve the cabin before issuance of the CUP. 2. All state regulations shall be adhered to. Motion carried.
Consideration of a reclamation plan filed by Mike Patrick for a gravel pit on property located within part of the SE1/4 NW1/4 Section 28, Township 34N, Range 2E, Town of Hill. Motion by Rogalla / Kelnhofer to approve. Motion carried.
Public hearing on the proposed amendment to the following county ordinance; Price County Zoning Ordinance 4-79, Sections 20.2, 20.3, and 20.4, regarding changes to the rules of the Board of Adjustment, appeals to the Board of Adjustment, and the powers of the Board of Adjustment. Motion by Kelnhofer / Schneider to amend the proposal and forward to the County Board for consideration with a recommendation of approval. Roll call vote – Kelnhofer: Yes; Rogalla: No; Schneider: Yes; Robb: Yes. Motion carried.
LAND DIVISIONS
Land division filed by Gerald Steinbach to create one (1) lot located in the SE ¼ NE ¼, Section 4, Township 35 North, Range 3 East, Town of Knox. Motion by Rogalla / Kelnhofer to approve. Motion carried.
MISCELANEOUS ITEMS
1. Correspondence/Public Comment. Russell Severt presented comments. 2. Discussion of enforcement action against individuals as follows: Joe France. Kevin gave a brief report.. 3. Revisions to conditional use permit application. Motion by Rogalla / Kelnhofer to have the Zoning Administrator amend the application as discussed and adopt the revised application. Motion carried. 4. Request by Dan Holman to refund the CUP application fee. Motion by Schneider / Kelnhofer to deny request since CUP has no term limit and will be valid once he has a compliant septic system serving the cabin he wishes to rent on a short-term basis. Motion carried. 5. Staff Report. Kevin gave a brief staff report. 6. Establish date and time of next meeting. June 11, @ 9:00 a.m. 7. Adjourn. Motion by Rogalla / Schneider to adjourn at 11:19 p.m. Motion carried.
