Price County Zoning Committee Meeting Minutes of July 9, 2009

Price County Normal Building—UWEX Conference Rooms A & B

The meeting was called to order at 9:00 a.m. by Chairman Jim Robb.  Members present were Bob Kopisch, Richard Kelnhofer, Bob Rogalla, and John Vlach.  Richard Schneider was excused.  Staff present included Zoning Administrator, Kevin Krause.  Others in attendance were Tom Kiesgen, Vern Moore, Rick Pinter, Diane Pinter, Dave Lauer, Lisa Lauer, Laurie Wagner, Lois Blauhill, and Pete Bartelt.

Conditional Use permit filed by John and Cindy Lee for the purpose of the weekly rental of a home on property located within part of Government Lot 2, Section 4, Township 40N, Range 1W, Town of Lake (N16784 Lake Shore Lane).  Motion by Kelnhofer / Kopisch to approve with conditions.  Conditions:  1)  Maximum number of renters shall be limited to 4.  2)  All applicable state and county regulations shall be adhered to.  Motion carried.

Conditional Use Permit filed by Shelly Pedersen for the purpose of the operation of a photo studio on property located within part of the NE ¼ NW ¼, Section 26, Township 36N, Range 1E, Town of Hackett (N5622 State Road 13).  Motion by Vlach, Kelnhofer to approve with conditions.  Conditions:  1)  All applicable state and county regulations shall be adhered to.  Motion carried.

Conditional Use Permit filed by Paul and Lisa Lauer for the purpose of renting two cabins during non-winter months on property located within part of the NW ¼ NW ¼, Section 25, Township 40N, Range 3E, Town of Fifield (N15245 Thorofare Road).  Motion by Rogalla / Kelnhofer to approve with conditions.  Conditions:  1)  A compliant septic system shall serve the cabins to be rented prior to issuance of the CUP.  2)  All applicable state and county regulations shall be adhered to.  Motion carried.

Conditional Use Permit filed by Martin Hull for the purpose of the weekly rental of a cabin on property located within part of the NW ¼ NE ¼, Section 15, Township 40N, Range 2E, Town of Eisenstein (N16097 Island Lake Road).  Motion by Kelnhofer / Kopisch to approve with conditions.  Conditions:  1)  All applicable state and county regulations shall be adhered to.  Motion carried.

Conditional Use Permit filed by Town of Flambeau for the purpose of operating a gravel pit on property owned by Price County located within the NE1/4, Section 14, Township 38N, Range 1W, Town of Flambeau.  Motion by Rogalla / Vlach to postpone the final decision.  (The Town of Flambeau should look at alternative sites and have more detailed information on the site of the proposed pit.)  Motion carried.

Consideration of a reclamation plan filed by Town of Flambeau for a gravel pit on property owned by Price County located within the NE1/4, Section 14, Township 38N, Range 1W, Town of Flambeau.  Motion by Vlach / Kopisch to postpone the public hearing.  Motion carried. 

LAND DIVISIONS

There were no land division applications submitted for review.

MISCELANEOUS ITEMS

1.         Correspondence/Public Comment.

              Kevin gave brief report.  There was no public comment.

2.         Proposed revisions to the Price County Land Sale Ordinance.

            Motion by Kopisch / Rogalla to conduct a public hearing on the changes to the land sale ordinance as amended.  Motion carried.

3.         Staff Report.

              Kevin gave a brief report.

4.         Zoning Program Assistant vacancy.

              Motion by Rogalla / Vlach to approve “posting” the position and to grant Human Resources permission to run an ad in the paper for an anticipated opening.  This item should be on the August agenda for discussion/action.  Motion carried.

5.         Adjourn to closed session as provided by Chapter 19.85(g) Wis. Stats. for the purpose of conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted with respect to litigation in which the Zoning Committee is or is likely to become involved regarding the Richter/Durand Conditional Use Permit.

              Motion by Rogalla / Kopisch to postpone.  Motion carried.

6.         Return to open session and take action as necessary on closed session item.  No action.

7.         Established date and time of next meeting.   August 13, 2009 @ 9:00 a.m.

8.         Adjourn.  Motion by Kelnhofer / Vlach to adjourn at 10:29 a.m.  Motion carried.
