Price County Zoning Committee Meeting Minutes of August 12, 2010
The meeting was called to order at 8:00 a.m. by Chairperson Jim Robb. Members present were Bob Rogalla and Ronald Kardas. Richard Schneider arrived at 8:54 a.m. and Dick Laws arrived at 9:00 a.m.. Staff present included Zoning Administrator Kevin Krause and Assistant Zoning Administrator, Amanda McMeekin.
1. Motion by Kardas / Rogalla to approve the minutes of the July 8, 2010 meeting as amended. Motion carried.
2. Motion by Rogalla / Kardas to approve the monthly vouchers. Motion carried.
3. Discussion of Department year-to-date finance report.
4. Public hearings:
Special Exception Permit filed by Gary Griesel and Gregg Griesel for the purpose of building an automotive detailing shop 70 feet from the centerline of Flambeau Avenue (State Road 13) on property located within part of Government Lot 17, Section 6, Township 39N, Range 1E, Town of Fifield. Motion by Rogalla / Kardas to approve. Motion carried.
No action taken on the proposed amendments to the following county ordinance; Price County Zoning Ordinance Section 17.0 Conditional Uses. The revisions pertain to the following; Section 17.2 Basis of Approval, Section 17.3 (A) Application, Section 17.3 (D) Hearing, Section 17.3 (E) Town Recommendation, Section 17.3 (F) Determination, Section 17.3 (G) Mapping and Recording, Section 17.3 (H) Termination.
1. Correspondence/Public Comment. Vern Moore made comment on emails between Kevin Krause and Tracy Ellis and requested that it be put on next months agenda. Russell Severt asked what the results of closed session were; he was notified that there was no action to be taken.
2. Proposed revisions to the comprehensive zoning ordinance section 17.4 (short term rentals). Issue was discussed and no action was taken.
3.Department activity report. Discussion.
4.Motion by Rogalla / Laws to forward to the Price County Board of Supervisors for their consideration of the Town of Worcester Rezone (Zohimsky property) with a recommendation for approval. Motion carried.
5.Proposal to revise definitions pertaining to junk/salvage yards and recycling facilities. Motion by Rogalla / Kardas to have Corporation Counsel review and give legal opinion on the matter. Motion carried.
6.Motion by Rogalla / Schneider to approve the Gutwein refund of land use permit fee. Motion carried.
7.2010 Land sale. Krause informed committee of timeline. No action taken.
8.Russell Severt to present concerns. Russel Severt presented a list of concerns he has regarding the Durand property.
9. Adjourn to closed session as provided by Chapter 19.85(g) Wis. Stats. for the purpose of conferring with legal counsel who is rendering oral or written advice concerning strategy to be adopted with respect to litigation in which the Zoning Committee is or is likely to become involved regarding the Barbara Richter Conditional Use Permit. Motion by Schneider / Rogalla to go into closed session at 9:31 a.m. Roll call vote. Schneider: Aye; Rogalla: Aye; Laws: Aye; Robb: Aye; Kardas: Aye. Motion carried.
10. Reconvene to open session. Motion by Rogalla / Laws to go into open session at 10:12 a.m. Roll call vote. Schneider: Aye; Rogalla: Aye; Laws: Aye; Robb: Aye; Kardas: Aye. Motion carried.
11. Take action on closed session item if necessary. No action taken.
12. Establish date and time of next meeting. Next meeting is tentatively scheduled for September 9, 2010 at 8:00 a.m.
