Price County Zoning Committee Meeting Minutes of August 14, 2008Price County Normal Building—UWEX Conference Rooms A & B
The meeting was called to order at 9:01 a.m. by Chairperson Jim Robb. Members present were Richard Schneider, John Vlach, Richard Kelnhofer, Bob Rogalla and Jim Robb. Staffs present included: Zoning Administrator, Kevin Krause and Assistant Zoning Administrator, Amanda McMeekin. Others included: Gerald J. Hetzel, Julie Wolski, Chris Hallstrand, Anne Sicher, Jim Sicher, Jim Wamser, Chuck Haasch, and Jennifer Haasch.
Motion by Rogalla / Kelnhofer to approve minutes of the July 10, 2008 meeting. All ayes. Motion carried.
Motion by Schneider / Rogalla to approve expenditures for July 2008 and the Finance Report for July 2008. All ayes. Motion carried.
Discussion and/or Action Items
Public Hearings:
Motion by Rogalla / Kelnhofer to approve the Conditional Use Permit filed by Allan Eastlee for the purpose of building a waterfront storage structure on property located within part of the SE1/4 SE1/4, Section 29, Township 38N, Range 1E, Town of Worcester (N10183 E. Solberg Lake Road). All ayes. Motion carried.
Motion by Schneider / Vlach to approve the Special Exception permit filed by Roger Lazarski for the purpose of building a garage approximately 48’ from the centerline of Tamarack Road on property located within part of Government Lot 5, Section 17, Township 40N, Range 1W, Town of Lake (N15870 Tamarack Road). All ayes. Motion carried.
Motion by Kelnhofer / Schneider to approve the Conditional Use Permit filed by Charles and Jennifer Haasch for the purpose of building a waterfront storage structure on property located within part of Government Lot 4, Section 26, Township 40N, Range 3E, Town of Fifield (N14992 Point Road). All ayes. Motion carried. Conditions include: All other accessory structures shall be removed and the buffer is to be re-established.
Motion by Rogalla / Kelnhofer to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the following county ordinance; Price County Ordinance 4-97 Regulating the Height of Structures and Trees in the Vicinity of the Price County Airport with a recommendation of approval. All ayes. Motion carried.
Motion by Rogalla / Vlach to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the following county ordinance; Price County Shoreland Ordinance Section 4.5, regarding impervious surface regulations with a recommendation of approval. All ayes. Motion carried.
Motion by Vlach / Kelnhofer to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the following county ordinance; Price County Shoreland Ordinance Section 13.2, regarding the definition of impervious surface with a recommendation of approval. All ayes. Motion carried.
Motion by Rogalla / Vlach to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the following county ordinance; Price County Shoreland Ordinance Section 5, regarding the requirements for a structure to be constructed within the shoreland setback area with a recommendation of approval. All ayes. Motion carried.
LAND DIVISIONS
Motion by Kelnhofer / Schneider to approve the land division filed by Albert Simpson on behalf of Roberta Patzold to create 3 lots located in the SW ¼ NW ¼, Section 25, Township 40 North, Range 3 East, Town of Fifield, subject to the Price County Land Division application being completed and fee paid. All ayes. Motion carried.
MISCELANEOUS ITEMS
1. Correspondence/Public Comment. o All correspondence and public comment is in the Monthly Report. o Kevin gave the Committee a letter submitted by Mark Wagner.
2. Discussion of enforcement action against individuals as follows: · Corey Brockman o Citation was served and necessary permits were applied for and has now gone into deferred judgement. · Charles Rolli o Need to contact Bruce Marshall because paperwork needs to be signed. · Joel Marheine o Notices sent for compliant septic systems to be installed. · Donald Hilbrand o Notices sent for compliant septic systems to be installed.
3. Resolution from Florence County regarding the amendment to the Federal Water Pollution Control Act. o No action taken.
4. Motion by Vlach / Kelnhofer to allow use of the Zoning truck for the Land Information 911 project, provided Land Information pays for all fuel and routine maintenance and also on the condition that the Zoning Department can sell the truck at any time. All ayes. Motion carried.
5. Motion by Rogalla / Schneider to forward to the Price County Board of Supervisors for their consideration of the proposed amendment to the Town of Worcester zoning ordinance for the rezoning of land owned by DR DA PA DO Enterprises, LLC with a recommendation of approval. All ayes. Motion carried.
6. Staff Report. o In monthly report.
7. The next meeting is to be held on September 11, 2008 at 9:00 a.m.
