BIRTH TO THREE EARLY INTERVENTION PROJECT
Public Law 99-457 creates incentives for states to serve all handicapped children aged 3-5 years and provides for a program geared to young infants and children, birth to three years
of age.
In April of 1998, the administration of the Birth to Three Early Intervention Program was moved from the Human Services Department to
the Public Health Department. A part-time Service Coordinator position was created in order to employ services that were contracted for in the past. Also in 1998, a full program state audit of the Birth to Three program was performed.
Since then, successful program state audits have been conducted annually.
This program allows for an assessment of the child's developmental needs and then provides for case management services and an Individual Family Service Plan. As needed, children are then referred for medically necessary treatment of the developmental delays.
